Carlos Mitchell, a maintenance worker found the infant baby boy at about 8:30 a.m. this morning inside a dumpster at Windmill Lakes Apartments located in the 9900 block of Windmill Lakes Boulevard in southeast Houston. Mitchell was throwing trash away at the dumpster when he heard something unusual.

“He heard something, like something screaming and he thought it was a cat. So he was stepping away from the dumpster again and there was screaming again, and like harder,” said Ricky Ramirez, another maintenance worker.

Mitchell dug deeper and found a white trash bag, then opened it and found the baby. The workers said the baby was a little purple and was having a hard time breathing.

“He didn’t have anything on him, I wrapped him up, we called 911, but in the meantime, before they got here, we put him in the car with the heat on to comfort him and he started to recuperate and started regaining color,”Mitchell said.

Police said the infant was in stable condition Tuesday afternoon at Memorial Hermann Southeast. Doctors said the infant was only about 4 or 5 hours old. “It’s a pretty big baby,” said Gregory Crew, the maintenance supervisor at the apartment complex.  “At least 7 or 8 pounds.”

Houston Police Department investigators were able to track down the baby’s mother and said the 16-year-old admitted placing the child in the dumpster. The teenager was taken to Memorial Hermann in Pearland.

Police said the girl is a student at South Houston High School and that she may live at the apartment complex where her baby was found. Witnesses said school papers with her name on them where stuffed in the same trash bag as the baby.

Police said they will interview the teenager once doctors clear her. The District Attorney’s Office was working with Houston police detectives and the girl’s parents. As of now it said she will not be charged as an adult. Child Protective Services said it plans to brief everyone on the baby’s status on Wednesday morning after an emergency hearing.
